DOE Releases Request for Proposal for Hanford Mission Essential Services Contract

Cincinnati -- The U.S. Department of Energy (DOE) today issued a Request for Proposal (RFP) for a contract to provide a variety of services at the Hanford Site, called the Hanford Mission Essential Services Contract (HMESC). The total estimated value of the contract ranges from $4-6 billion over a period of up to ten years, including option periods. The current Mission Support contract at Hanford held by Mission Support Alliance expires on May 25, 2019.

DOE anticipates awarding a contract that primarily includes cost-plus-award-fee contract line items. The RFP provides for full and open competition and includes requirements for meaningful work to be performed by small businesses.

The HMESC contractor will provide site services, security and emergency services, land management, information technology services, management of the Hazardous Material Management and Emergency Response (HAMMER) training facility; maintain vital infrastructure; and perform infrastructure upgrades (e.g., electric, water, roads), as well as building future infrastructure to support operation of the Waste Treatment and Immobilization Plant. This contract includes a new concept where the contractor provides assistance to DOE in the solicitation and administration of DOE’s small business prime contracts.
